That is why you use a regulator Nick. Turning the faucet down low does not restrict the pressure, it will build albeit slowly to the maximum pressure on the line. Plus you don't get near normal flow. Regulators are cheap insurance against blowing your hose or plumbing and should always be used on your water connection.
