I came up with a cheap and effective means to hang my curtains. They have a hem that the rod slides through, and then the rod is attached to the bottom of the wooded valence/shelf above the windows by an inexpensive cup hook. I spent less than three dollars on the rods and cup hooks and they have been great for two seasons now.
