Bob, you don't mention what year your T@B is, but is it possible this is where the battery may be for the clamshell version?  I have an '06 and there is a hole under the driverside bench seat, this is where the battery is.  I know at some time the battery in the clam was moved to the front wall, maybe the hole was drilled as a standard for that?

I have a 2003 model with 3-way refrig and no hole in the floor. Wonder if it was added to vent some of the heat buildup. If it was mine, I'd fill in the hole - don't need to have road rain water coming up inside, or give little critters a place to come inside.
