Just an opinionated comment:
This is the reason I will never belong to the WBCCI or, for that matter, ANY organized group requiring constitutions and by-laws. And it is why I will never wear any blue beret except the one I wore when serving on the United Nations Peacekeeping Force. Sheeesh! How dreary. Just my opinion. I love my Airstream though. Life is much too important for people to take themselves so seriously.

RATIONALE:
Currently, ARTICLE XV, BYLAWS AND POLICY, Sec. 1 provides
hat, "Bylaws and Policies not inconsistent with this
onstitution embodying additional provisions for the
overnment of the Wally Byam Caravan Club International,
nc., may be adopted by the Board of Trustees."
In addition, the Constitution, under Sec. 4 of ARTICLE IX,
OARD OF TRUSTEES, provides that, "The Board of Trustees
hall have full authority to construe and interpret the
lub's Constitution and Bylaws and Policy and may delegate
his authority to its Constitution and Bylaws Committee."
These two sections of the Constitution create an imbalance
f authority in the Club. It is improper for a society
overned by parliamentary procedure and democratic
rinciples to allow one governing body to create bylaws
nd then determine if those bylaws are consistent with its
iven constitutional authority. In effect, this allows the
oard of Trustees to review and audit its own efficiency,
ffectiveness, accuracy, and appropriateness of action.
An audit process by definition is an assessment typically
arried out by an independent review. Since it is in the
oard's own interest to approve its own actions, an
mpartial review is unlikely and improbable. Therefore,
he Delegates, who directly carry with them the interests
nd instructions of the membership, are best suited to
eview and/or repeal actions taken by the Board of
rustees.
It should be noted that this motion continues to allow the
oard of Trustees the right to create bylaw and policy. It
imply changes how those bylaws and policies are reviewed
nd audited.
