From your description, I would guess that is also a high tensil
strength steel as well. Given that we are having this discussion
I am going to assume that this is something you have minimal
experience with. Unless you have a table vise at least a real
1/2 HP drill and an ample supply of cutting oil and bits, the
better approach might be to have this done by a machinist.
If you break a bit that gets jammed in the hole or the hole
goes off center, this might become a major problem. Depending
on the alloy if you heat it up by drilling too fast, this could also
create problems.
Check with a local boatyard or an auto repair shop that does major
repairs. They should be able to recommend a local machinist that
could do this.

Ray,
It's the Hensley hitch stinger.... it fits into the 2" receiver. I
believe its solid steel......
The hole has to be big enough to put the pin through it.
