Hi Ray,

Yep, you got that right. Actually, common sense should dictate....

Towing is so much more than being able to pull... it has to be able to
handle emergency maneuvers in all kinds of horrid weather, handle losing
the trailer brakes which does happen, handle the trailer trying to push
downhill..... I think every trailer I've seen on its side was at the
bottom of a long downhill.

Then again there's the legal aspects.
