Not necessarily. Altitude may have had an effect on your LP pressure.

A better test of the regulator would be to read the gauge with all
appliances turned off and then turn on the water heater or the furnace
and read it again. If the gauge stays above 10 column inches you're ok.

If the gauge only drops a little bit below 10 you may be able to adjust
the regulator up. The adjustment in behind the plastic cap on the front
of the regulator.
