[A/S] Brake question

Another question....
Raised the 'stream today and checked the brakes while hooked to my truck
and brake controller installed. At first I didn't think that I had any
trailer brakes because the wheels spun freely with the brake pedal depressed.
However, when the lever on the brake controller was utilized, the magnetic
brakes actuated. What does this mean. does the controller settings need to be
adjusted or is there a problem some where?

2005 Dodge Ram 2500 Diesel
'72 31' international Sovereign
Tekonsha Prodigy model 90185 brake controller
