When working on the stream brakes, I jack it off the ground, spin the wheel and have my assistant (wife) unplug the emergency brake away.
This really puts a blast into the brake and the wheel will (should)
stop dead! short term this will not cause damage, and checks that your trailer wiring is OK and the brake pads are not covered in grease (common from bad seals) also you can use a clip lead across your 7 pin connector at the vehicle end, these connecting cables can be trouble as the brakes pull around 10 amps and any corrosion can mess this up. a Ammeter is great for checking the current to the brakes. My prodigy shows a short, but not a partial open circuit
