Thanks to all with your links and suggestions. I took the tube back out and
it was still clean. I also took the small orifice off and it was open and
clean. I put everything back together and it still sputtered. I suspected
a bad regulator but decided to play with the air adjustment tube first. A
move of about 1/16th of an inch fixed the problem. Amazing how such a
little adjustment made the difference. As usual it was best to check the
simple stuff first.

Let it air out before you light it. I made the mistake of cleaning a pilot
light and then went to light it. (this was a home hot water heater) And
poof, I was breathing in flames. The old say is God looks after drunks and
idiots.
