Try putting some vinegar in a squirt bottle and spraying it into the
opening, you will have to do it several times and give it time to work.

It is possible to get to the water valve mechanism, but you have to
remove the toilet, and it is not easy to work on at all, you kind of
need 12 fingers.

If you go to the website of your toilet's manufacturer, you can usually
get a parts schematic that will help you see what and where the guts are.
