You can't take the bolt out of a toggle bolt without the nut and toggle falling off if you remove the bolt. I believe you are talking about a hollow wall anchor.
I would go to a auto dealer/auto parts and get the battery hold down clips and use the hollow wall anchors in a 1/4" size and then bold them in like a auto battery.
