I would be inclined to get some steel 1.5-2" angle stock, drill and tap
into the frame, to construct a shallow box to keep them in place. You
can then attach a hold down to the angle stock. I would think that
would be as close to bullet proof as possible.

I would go to a auto dealer/auto parts and get the battery hold down clips and use the hollow wall anchors in a 1/4" size and then bold them in like a auto battery.

You'r right, I couldn't think of the right name.  And ¼ or 5/16 sounds about right.  Hold downs for 8D batteries are hard to find.  I'm still thinking about it but there are some holes for the rope handles that are looking good to me.
