Once again. GOOD POINT. The vinyl wall covering would be a different
matter.

In the latter case, a solvent base primer might soften the contact cement
adhesive (though not very likely).

Note that KILZ comes in a variety of flavors. The original variety was an
oil base formula. But they now have a water base (latex) version. So too
does Zinsser. Besides their original water base 1 2 3, they now have an oil
base version (whose name escapes me).
