A chemical deglosser is not a good idea on vinyl, especially old vinyl
that has begun to degrade a bit. In addition, the adhesive underneath
may have started to work its way up. These walls get a mysterious gunky
surface on them that only serious cleaners will remove. I suspect this
is not just old smoke, food and etc.
If you use a chemical deglosser you may well end up softening the vinyl
into a dreadful goo.
Daisy's rule #1 try it in a hidden spot first.
