If your tanks are exposed, be sure that the leak is NOT running along the edge from somewhere else and then dripping at the corner. If the tank was ever exposed to hard freezing temp, even if it had been drained, there is a potential that water was NOT drained from the water pump line and as such that line could have froze and potentially pulled the hose away from the tank ever so slightly or it might have even cracked the tank where the water pump feed line connects. There is even a potential that the leak could be up at the water pump (assuming that you ran the water pump to pull some of the bleach water thru the pump and into the lines to clean those) and then running down along the line back to the tank. Unless you can actually see gnaw marks or have other evidence of mice/vermin, I would look for a connection issue first.
