Hi Gary,

If it does have split rims, get rid of them,... they are dangerous and
no one wants to work near them.

If I were buying new wheels and tires for that trailer I would probably
get bias-ply..... I did for my 1949 Vagabond.

Someone who knows about the wheels will answer.
