It is not a matter of anyone changing the voltage. Voltage is a factor of load and wiring. The more people that are connected to a power source, the greater the load. The higher the load, the more the voltage is affected. If the wiring is old or undersized or too many people are trying to use the power, the voltage will sag. The drop can be momentary, ongoing or just an occasional occurrence. There is NOTHING you can do to avoid brown out situations but an autoformer will isolate you from them down to about 90 volts, at which time, not even the autoformer can help.
Once a compressor begins to stall (say momentary low voltage just as it tried to start), it will invariably wind down to a complete stop (that is that groaning sound you heard). An iced up evaporator will reduce the air flow out of the unit, but it will NOT cause the compressor to overload or stall. Another factor that occasionally will cause the compressor to stall is if it attempts to restart too soon after cycling off. It takes about 3 minutes for the pressure differential in the cooling system to equalize so if the compressor attempts to restart in that time period, the high pressure still working against the compressor will prevent it from being able to spin up and it will stall. Your AC does NOT have any electronics on it, so it does not have the auto-lockout feature to preventing the compressor from restarting too soon. If your evaporator was iced up and the AC cycled off, then attempted to restart too soon, that would explain both symptoms. But still, you really need to be on the watch for low voltage as it will screw up an AC faster than just about any other condition.
