My opinion is that it is caused by a number of factors, including, but not
limited to: 1) tow vehicle wheelbase, 2) distance from rear axle of tow
vehicle to front axle of trailer, 3) balance (including tongue weight and
load on front and rear axle of tow vehicle), and 4) speed. I would try
shifting weight in tow vehicle and trailer, changing load on tow vehicle ball by
increasing or decreasing number of links on weight distribution bars, and
trying different travel speeds.
My two cents worth, but may not be worth that to you ;-)
