Sounds like there is a lip or something forming a low "dam" at the
end of the thingie you are looking at. After the tank has thoroughly
drained, leave your dump valve open and carefully detach your drain
hose to see if in fact there is anything left to dump. I would bet it
is empty except for that bit you see.
