Pierre, this is a subject that comes up periodically. The reason for recommending a higher tow rating than marginal is that the tow rating is not just the weight of the unloaded trailer, but the entire loaded weight, including passengers and cargo. People can "get by" with marginal tow vehicles, but the long-term damage to the tow vehicle, blocking traffic while going up steep inclines, causes us to recommend some margin for safety. One can perhaps get by with a marginally-rated tow vehicle if the terrain they usually travel is relatively flat, and they drive carefully, but we can't in good conscience recommend it.
