We have an '07 FJ and have towed our t@b exclusively with it.

NO you can not open the rear gate fully when hitched up, unfortunately.  You can open it about 2' before it hits the jockey wheel crank handle and/or our steel plate box.  It opens far enough for us to get our dogs in/out and to reach stuff that's close to the rear.  We pack stuff in there accordingly.

There is a hitch extender thing you can add to your receiver to gain more distance.  We considered getting that, but read it creates more sway and difficulty with handling/controlling the trailer.
