In my 73' ambassador, the black tank is on the floor, part of it is
right under the toilet and part of it extends under a cabinet. The tank
itself doesn't need support, even full it will not collapse. But since
you are going to mount the toilet above it, you need a pretty solid deck
to support the toilet and anyone sitting on it.
Mine has a 1/2 ply deck, suported all around by more plywood, or
aluminum extrusions and double sided plastic laminate. Where it is
under a shelf in the cabinet, it is not supported, and I put stuff on
top of it all the time.
No real reason to put it under the floor, as the area under the toilet
is unused anyway, and it's easy enough to put the rest of the tank out
of the way.
