Neat! I like it! Not sure what you mean by "pair shaped section." Without the wheel handle, perhaps make it long enough to put a notch in the top (opposite the opening) to hold the crank handle from turning? Remember, one of the wheel drops occurs when the upper tube is held in place, but the weight of the wheel can cause the wheel handle to turn, unscrewing itself, especially if the shaft is well-lubricated.

Is it a good snug fit when put on the upper tube?

Will see if I can produce one if I can get past a lot of other more pressing local obligations.

Check out my alternate way to eliminate the bungie cord and still guarantee the wheel can't fall down. A piece of 2" PVC pipe with a pair shaped section removed. Snaps over Jockey Wheel post. I am using this with my Al-Ko Jockey Wheel handle but you could make it work without that also.
