I'm not sure about the rotating thing. Hold the silvery looking handle in your left hand, and while lifting, tap the knob at the end from underneath gently - the lever will lift and the bottom of it should 'catch' to the rear on the mechanism. It has to be up in order to lift it off with the jockey wheel.
