[A/S] Potable water

I have a leak in my water fill. I found the flex tube between outside fill and the tank to be split. I tried to remove the outside plate holding the fill inlet but it did not want to come off. What am I doing wrong. Also, is that flex tube 1 3/8? Wheee do I find it.
