It's a wall paper type
of material that looks like its heavily glued on the aluminum skin.

Hi Steve,
I guess it's time for me to jump in here. I'm assuming that your wall
covering is identical, or at least similar to the 70's era trailers that
have vinyl coated aluminum interior skins. As far as I know, this material
was molded onto the aluminum skins at the aluminum mill, or perhaps an
affiliate company. I believe this skin material was used as interior panels
in commercial aircraft as well. I have painted quite a few of these
interiors over the years, without any negative feedback. As Daisy said, you
really need to clean this surface really well first. We've used Simple Green
& then a Citrus based cleaner as the initial prep. Then we spray on
"plastics adhesion promoter" from PPG that is available through Auto
Body/Paint suppliers. Adhesion promoter is used on automotive bumpers that
are made of plastic. We typically apply Zolatone after that or perhaps a two
part automotive paint, depending on where in the trailer we're upgrading.
