I agree with Daisy to verify that you indeed have plenty of propane AND that the regulator is working. The easiest way to check out both is to attempt to light ALL 3 stove top burners. If lighting a second or third burner results in a reduction in the flame from the previously lit burner, you have a propane issue (usually, getting low on propane). Regulators are cheap ($35-$50) and they do fail. If you can get all 3 stove burners to light and not show ANY signs of reduction as a result of adding more, then you can pretty well eliminate the regulator and the propane fuel level. That leads back to the WH flame sensor (metal probe extending out into the flame area of the WH), the wire from the probe, or the control module. I have had failures on all 3 over the years of Airstream ownership. I alway carry a spare control module as it allows me to quickly swap out the suspect module and verify if that fixes the issue. Short of borrowing a control module from someone (no chance of damaging it BTW), it is almost impossible to troubleshoot the issue. Again, the amount of water in the tank has absolutely NOTHING to do with the flame going out shortly after ignition (ie within 15-20 seconds or shorter).
