Anne, are you sure you have water in the water heater? Open the safety
relief valve on the upper part of the water heater access compartment and
water should come out the valve. Your water heater bypass valves may not be
positioned correctly.

As an aside, you need an air cushion at the top of the water heater tank to
allow for expansion of the water when it is heated. To achieve, with the
water cold, turn off water supply, open hot water faucets, open the over
temp over pressure valve on top of water heater until water stops draining.
Turn every thing back on and you should be set. If you don't have the
water cushion, the safety relief valve will drip when the water is hot or being
heated. (The valve referred to in this note is the valve in the upper
right portion of your posted photos.)

Now I"m back to the water heater issue as after draining everything and
putting in fresh water, it won't stay on. I have tried to bleed the air out
of the lines but so far nothing has worked.
