Is this an original Armstrong unit? If so, the thermostat does not control
the fan at all. It only turns the compressor on and off. The compressor
has two capacitors that run it, start and run. If the compressor is running
the capacitors are fine. The fan is controlled by a switch on the interior
of the camper, normally on the side of the A/C. Mine had a toggle switch
but looking at some of the posts, yours may be controlled by push buttons.
Unless you have rain coming into the trailer, it is doubtful that anything
shorted out from the rain that would control the fan. If the compressor
isn't running correctly then you could have a problem with the capacitor(s)
or wiring in the capacitor box which is on the front side of the outside
unit.

There is no reason to get on top of the trailer to spin the fan by hand.
The motor runs the exterior fan as well as the interior one. There is one
long shaft that goes through the motor to each fan. To see if it turns by
hand just remove the interior filter and try to move the interior fan. If
it is stuck or has a lot of resistance then look for a mechanical problem
such as something stuck on the fan on the exterior side. If it moves fine
then I would suspect an electrical problem, especially if it worked fine
before the rain. The unit will run fine even without the exterior shroud on
it and rain will not affect the exterior system, unless the wires inside the
capacitor box got wet.

Even if it is not an original Armstrong unit there are very few, if any RV
A/C systems that have the fan controlled by the thermostat. I've only seen
some of the newest ones that work like a house unit where the fan is turned
off when the compressor is shut down. Most have a separate circuit for the
fan which operates either all of the time or not, and they normally have
different speeds to select. You should be able to run the fan by itself.
If it isn't working the A/C will operate but no air will flow in the
trailer.
