Annie, I had a similar situation on my 1999 Safari. I think the factory
set the dump valves above the bottom of the black and gray tanks. When I
wanted a full dump, I would pull the opposite side wheels on four inch
blocks. Tank monitors are not known for accuracy.

the black tank last fall, someone forgot to finish attaching the clamp for
the tank and I discovered it starting to hang down when I was in Amarillo--in
a blizzard! Held it together with gorilla tape and had Camping World in
Winchester, VA reattach the clamp. Now I wonder if they got it wrong?
The monitors for both tanks always seem to read half full regardless of
how long I let them drain, and even after flushing with a hose. I bought one
of those fancy valves and am doing my best to avoid another black valve
disaster, but this is a new problem.
The next time I empty I will try to remember to run the wheels up on a
ramp to angle the outlet side downward, but this is not going to be a
permanent fix!
