[A/S] VIN, Vinyl stripe

I am trying to register my recently purchased 1995 Sovereign 21 from another state. Good ole California requires that they identify 2 VIN ID's. I can take her to the local AAA office and save a trip to the DMV and/or CHP if I can find two complete VIN ID's. I Can only find one on the Federal label. There is a partial on an outside label near the door and stamped on the tongue. But CA requires the complete VIN. Could there be somewhere inside where the VIN is hidden?

At her age, the blue vinyl trim stripe is faded and cracking in places. I want to replace it. I have removed vinyl applications on fiberglass boats using a hair dryer and putty knife. What is the proper procedure for removing the stripe from aluminum? Has anyone had any success applying new vinyl over the old?
