You can see what SAE has to say about the new standard, J2807 here:

In their highlight they do not mention "braking" rather just towing.
Hence the title: "Performance Requirements for Determining Tow-Vehicle
Gross Combination Weight Rating and Trailer Weight Rating"
If someone wants to delve into the details it will cost them $65.
